So you're saying you never read c21 when it passed in Dec 2023? Because it's in there, plain as day:

21.‍2 The Act is amended by adding the following after section 25:
Authorization to transfer firearm parts
25.‍1 (1) A person may transfer a firearm part to an individual only if the individual holds a licence authorizing them to possess firearms.

Firearm part is also defined in c21:
(5) Subsection 84(1) of the Act is amended by adding the following in alphabetical order:
firearm part means a barrel for a firearm, a slide for a handgun and any other prescribed part, but does not include, unless otherwise prescribed, a barrel for a firearm or a slide for a handgun if that barrel or slide is designed exclusively for use on a firearm that is deemed under subsection 84(3) not to be a firearm; (pièce d’arme à feu)

the number of people that do not follow legislative updates is rather large. I encountered someone the other day at a store saying he couldn't use "clip fed" rifles anymore.

They are 100% at gun shows and I don't think they are all inside the venue - likely have a group of them having a Tims or a smoke with an eye on the parking lot to see if any "exchanges" are going on. Take the license plate number and bingo you get pulled over
 
People don't realize that it's not the business making the rules. I had a similar interaction when I asked someone to provide their PAL selling them magazines. They declined and didn't end up buying them.

I wouldn't be surprised if they have people trying to get vendors to break the law so they can revoke their licenses. Just like they have undercover, underage people trying to buy alcohol or cigarettes.
And yet, where does it end?

When everyone keeps on obeying all these idiotic new laws, these ever increasing restrictions and hoops to jump through for no reason will only encourage corrupt government to continue making more.

This needs to stop.
I'm well aware that no one wants to be the first to pop their head up in righteous civil disobedience for government enforcers to destroy.

With prophet river being a mainstay of online shoppers across the country and their continued excellent service I can't see more than a slight handful of ppl blacklisting them. Such a minute loss of sales will go unnoticed

Unfortunately a business has to follow the rules no matter how stupid the rules are
If I’m buying powder from a friend or neighbor no we aren’t exchanging pals…

A guy like that needs to get a BFL and then make a public showing of him selling powder without asking for a PAL. Then fight it in court when he is charged and loses his BFL(not a big deal as he doesn't have a business anyway).
For us to do would get us shut down for years even if he was right and we won in court (unlikely) 30+ people would lose their jobs and one less store for Canadians to purchase from. :(
