Research on two European Scopes, a KKAHLES, and German Made Pecar

I have two European scopes that I am researching for information. I am looking for approximate dates of manufacture. The KKahles appears to have a brass body. Would they be suitable for a sniper build on a K98, or just as a vintage hunting scope?
The first one is 2.3 - 7 power, and marked
KKAHLES
WIEN
Helia 27 S2
And serial number​
It is 10 3/4" long and has a 26+mm tube.

The other is a PECAR Made in Berlin it is 12 1/4" in length and also has a 26+mm tube.
Markings on this one are:

Germany
PECAR
BERLIN
Variable
3 -7​

Then they should be used on vintage hunting rifles, not military.
I was thinking of mounting them on my 21H Brnos, but I couldn't find the proper rings.
