restricted firearm transfer from seller to buyer

The process for individual-to-individual transfers is a bit more involved than transfers from a business (businesses initiate the transfer on your behalf).

For an individual - close the deal to your satisfaction first (including payment), then:
1. Obtain buyer's full name and RPAL number (plus address for shipping).
2. Call the CFC using the 1-800 number, then choose the "transfer" option, then "initiate a transfer"
3. When you get through, give them your RPAL number and the details on the firearm you want to transfer as the seller (they may ask questions to confirm both your identity and the firearm if it hasn't been verified recently).
4. CFC will give you a reference number that you communicate to the buyer.
5. Buyer contacts the CFC to confirm the transfer.
6. CFC sends the file automatically to the CFO in the buyer's province. Buyer can ask CFC to add a note to the file to send the transfer notice by email when approved (speeds things up).
7. When the transfer is approved, seller calls CFO (accessible through the main CFC number) to request a short-term Authorization to Transport (STATT) to the post office when you are ready to ship.
8. When shipment arrives, buyer gets an STATT if needed for post office pickup.
9. New registration certificates will arrive in the mail. If you have a long-term ATT, buyer can use the transfer notice as the temporary registration (I recently called the Ontario CFO to confirm this)
