because there is no frt. it can't be registered at this time. and if you force them to create one by sending the rcmp a short barrel rifle to examine, forcing them to create one, the frt might come back prohib, which makes them all prohib.

Which is really weird because I just saw a bunch of news articles put out by police with photos of illegal guns and knives and cash all arranged in which the police shut down fent production and NOBODY went to jail.
