Would someone point me to the quickest easiest way to get a restricted license( I live in Ottawa)?

Pass the test and apply for the license. There really isn't another way to do it.

Do you have to do a course or can you just write the test? Do you know who offers the test etc?

The procedure is the same as getting your PAL, if you already have your PAL just read the RPAL manual there is a PDF version of this in the newbie section I think, than just challenge the test.

Go back to the the place you originally got your PAL test or any gunshop will give you a list of your local examiner.

give them a call and they will tell you what you need to do and when the course is given. They also have a range there
