restricted: process of buying new vs buying used?

Chri@t this is giving me a headache. Seemed so simple at CFSC. So for simplicity, if I purchase a firearm from say wolverine supplies and have it delivered to my home, as long as I have no intention at the time to go anywhere (except at home going "pew pew"), I am ok with no need of special papers (as ATTs are exactly that, authrization to transport) for having the firearm at home? The primary legalities occur at the time of purchase ie Wolverine communicates with the CFO to authorize the purchase and delivery of the firearm? Only when I have my firearms membership do the other paperwork take into effect
