What the heck is the purpose of that thing? Even if it wasn't restricted, I can't imagine much use for it... but as a range toy?

All Restricted firearms are range toys. That's what the laws make them. I still love my Restricted's, that's why I have so many of them. If I had Prohibited status, I'd have a ton of those too.
