Are rimfire pistols exempt from the 10 round limit? Would it be legal, for example, to pop in a high capacity magazine from an Kel Tec SU-22 into a PLR-22?
No they are limited to 10 rounds.
Some of us are getting tired of settling for second best because of asinine reasons the gov't bestows upon us, but thanks for some of the options available. Haven't seen the Mossberg in person, but they are certainly priced right and look the part.

All magazines usable in handguns must have no more than 10 round capacity -whether from rifle or pistol and interchangeable. This loophole was closed this spring. Reference here

The maximum permitted capacity of a magazine is determined by the kind of firearm it is designed or manufactured for use in and not the kind of firearm it might actually be used in. As a consequence, the maximum permitted capacity remains the same regardless of which firearm it might be used in.
