Reticle going fuzzy

Was out today zeroing in my Stevens 200. I but a burris Fullfielf II 3-9x40 on.
I started at 25 yards-ish and put the scope to 9x magnification.

Is it normal for the reticle to go fuzzy under these conditions? (close range high magnifaction?)
 
It could be just that the paralax is setup for say 200 yards and you are close. You can also adjust the focus of the scope by twisting the rear eye cup.
 
I have the same scope. Indoors with a .22 5.5-6x was the max I could get without it being too fuzzy. It's the parrallex. I've used this scope with the same .22 outdoors and shot it at 200 yards with a crystal clear picture.

The parallex I believe is set at 100 yards. Great quality product for the money.
