Ok I don't get it, it states that "a hunting license allows a hunter to hunt and carry a firearm" but then right after that it states "All Federal requirements for carry a firearm apply" meaning that you must have a POL or PAL to carry a firearm while hunting. So...

Why does it state that a hunting license allows you to carry a firearm except you must have a POL or PAL to do so? (BCWF CORE book states this)

Sadly a friend didn't know about this rule, got his RHNC (so he could come up hunting with me) and doesn't have his PAL and so can't go hunting this year (at least can't come expecting to shoot anything....) :(
 
YOU can borrow your buddy a rifle (even if it's his, just register it in your name for the time being, it's free you know) and he can hunt with it, as long as he is in close contact with you....it beats not hunting, which is what is gonna happen otherwise. Never been asked for my PAL or registration to tell you the truth, though I have had to whip out my license 4 or 5 times before.

However, the FA says, "A licence is not necessary to borrow a firearm if the borrower remains under the direct and immediate supervision of a properly licensed adult aged 18 or older."
Your buddy can use one of your rifles as long as he's under your direct and immediate supervision. Two hunters in one blind isn't unusual. Have him sight it in with the ammo you normally use in that rifle though.

Yeah shortly after posting this I found out that he could still carry a firearm if he stayed near me so that's what we are going to have to do.

"...would still need one to carry a firearm while hunting if he didn't..." Yep. There's no mention of how far away is considered "direct and immediate" though. It's a nuisance, but at least you'll have a hunting buddy this year. He can do the PAL nonsense at his leisure.
 
The verbage in the BC CORE manual (and maybe still on the license) is left over from a bygone time before the PAL system. In BC, to transport/carry/use a firearm, you needed either a hunting license or a "firearms license" which was purchased for $10 at the sporting goods store. It was just some BS rule designed to lift $10 out of your pocket and make it appear that the politicians were doing something about gun crime.

Once the pAL came out the requirement to have a hunting lic or firearms lic to carry a firearm was dropped.
