means firearm pal coarse and hunting safety programs are not working

Why should those programs teach people to identify individual models of firearms? If the new shooter is capable of identifying the basic types...i.e. bolt vs lever vs semi-auto vs pump...that's plenty.

The course lasts X number of hours; the firearms-relevant rules and regulations in this country are endless, complicated, confusing and always changing. Keeping a new shooter safe...not only from dangerous gun handling, but also from overzealous enforcement of idiotic rules...should be the focus.
