I have an unissued Jungle Carbine, 1946, it has a black painted forend cap. I have seen these without the cap, are they equipped with one from the factory?.
What sort of money do these rifles go for? I used to see them all over 20 years ago, now they seem to have dried up

Probably around $500 for a real nice one. Average ones sell for around $300-$350.
They came from the factory with and without caps.

I think the black forend cap was a post-war start to sporterise the Enfields. As per value, people ask anywhere from $300 to $800 but most are selling for 350 to 500.

On a sporterised forestock, yes. Sounds like he meant the orginal metal forend cover that some had.

The Number 5 rifle (Jungle Carbine) was produced with both a plain fore-end and also a fore-end with a metal cap on it.

To confuse things a bit more, some Importers painted the end of the plain fore-end ones black to simulate a cap when they sold them as "Sporters."
