Well, what do you intend to hunt with it? Rabbits, coyotes, or big game? I don't know if the standard .223 is a legal big game cartridge in Ontario.
Well, the usual list of NR rifles is SU-16(.223), Just Right(9mm, .40, or .45), Thureon Defense(9mm), XCR(.223, 7.62x39, .300 AAC, or .308 I think), ACR (.223), or Swiss Arms (.223). More or less in order of price.
Again, what you intend to hunt with it might change available options.
You might be better off getting a Norc AR for the range for about $500, and then a separate hunting rifle.

Most factory .223 ammo is loaded for varmints, not deer sized game. Varmint bullets are designed to expand rapidly upon impact with little penetration. Deer sized game requires penetration.
"...Remington 700 in .308..." Yeah, except there are parts of Southern Ontario that don't allow .30 calibres. Nothing greater than .275 (by the cartridge name, in some municipalities, as stupid as that is. The actual bullet diameter doesn't matter.) and some places say nothing greater than .270.
So any commercial hunting rifle, chambered in .270 Winchester or less, will do. Think in terms of .24 to .27 calibre. Keep the magnification of any scope you put on reasonable too. No 10X, for example. 3X-9X-40mm is as big as you need go.

If you aren't afraid of spending a few dollars I would suggest an XCR-L in 6.8SPC for hunting, with a 5.56/.223 conversion kit for range fun. The 6.8 has some decent hunting bullets available and the .223 is cheap to blast away with.
No no no. Your in wrong forum. You don't need a black rifle for deer hunting. This is a seperate hobby all together. Hunting rifles are lighter, more accurate and less expensive believe it or not.
Look at a 270 win caliber. My opinion best all around hunting caliber. Ill kill a moose with a 270 any day of the week. Especially for a new shooter something heavier will make you less accurate.
I would get a tikka t3 in that price range. Most accurate factory rifle out of box. It's more accurate then the best of the black rifles and retails around $850. Great gun will last a lifetime.

Nothing in the black category is going to provide a good general hunting rifle less than .275 caliber semi auto and under $1200 that is truly effective on anything deer sized or larger.
My suggestion is to go buy a Remington or a Savage .243, 6.5 or .270 bolt action for hunting. Then when you can afford it go find something fun for $1000 or up to $3500 to play with and hunt varmints. Non restricted black rifles that don't run pistol cartridges are not plentiful in the under $1200 zone.

To be less vague would require details and now that I have an idea of what I want, so I'm looking for either a Tikka T3 lite .270, Sako A7, or browning X-bolt. Of these three which would be my best option, other suggestions are appreciated, I am trying to get as high a quality rifle I can get without breaking the bank and pissing the mrs. off

Tikka t3 in .270 . Mine is a nice clean , light stainless rifle with polymer stock, care free.
.270 is very common, can be found anywhere and is generally cheaper than short mags for some reason.
My tikka has been through hell and back and after a good scrubbing I've had people ask about my "new gun" , if only they knew...
This was a very good investment for me. The only gripe I had was getting hosed for an additional mags .

When I lived in southern ontario we could only shotgun deer so I had an 870 with a slug barrel for that. A rem. 22-250 for groundhogs and coyotes and a rem. 7600 in 308 for the head up north for deer and moose. I live in BC now but the 7600 is still my go to rifle for filling the freezer....fast, accurate as any out of the box bolt rifle, has never skipped a beat in 24 years.
I love my Tikka. Cheap, accurate, and so very smooth, my 7mm is a laser beam. Sako makes Tikka as im sure you know, the Sako has a nicer feel and a bit more solid feeling stock typically, but you pay a substantial amount more. IMO Tikkas are the best bang for your buck. And .270 win is a perfect deer cartridge, and ammo is cheap and plentiful with a wide selection. Never tried the short mag. But as DJT stated it is more expensive and not as common...Hope that helps!
