just wondering a good rifle weight for custom build in 7wsm hunting rifle
medium weight i guess nothing to lite dont want a tanks something to carry in the bush but not so lite it no fun to shoot. barrel length, and twist for build

I'd try a 22" 1:9 twist #3 contour Krieger barrel, a Remington action, fitted into a McMillan Remington Hunter stock. Depending on your choice of optics, sling, and bottom metal, I would expect the weight to be under 8 pounds.

Rem??? Gag, gag cough....I'm sure you meant Winchester. Hahaha
 
Composite stocks and carbines can keep down the weight of a rifle, but in general don't shoot as well at long ranges as do heavier full barreled rifles. Weight is often a trade off with accuracy, but there are some things that will help a bit. composite or poly stocks are one way.
 
If it finished up around 7.5-8.5 pounds scoped and loaded you'll do OK. I wouldn't think about recoil at all unless you're thinking about a 6 pound gun. I've never been able to tell the difference between a 7 Rem Mag and a 30-06 by recoil, the 7WSM should be a bit less if anything.
