Rifles need scopes ...

Hi guys,
Presently I Have 3 Winchester 70 rifles in 243,270WSM and 300WSM that need scopes.

I own the following scopes:
1.Burris fulfild II in 3 - 9 x 38 Plex
2.Zeiss Conquest in 3 - 9 x 40MC Duplex
3.Leupold VX II in 2 - 7 x 33 Duplex
4.Leupold VX II in 2 - 7 x 33 Heavy Duplex and
5.Leupold VX II in 3 - 9X 40 Duplex

How would you set each rifle?
What bases and rings would you sugest?
Low,medium or high?

I would like to try to install scopes myself so need info on torque value for bases and rings.Where can I buy small torque wrench?

That depends more on the rifle than the cartridge it's chambered in. For a medium weight sporter (particularly the .270 or .300), I'd install the Zeiss. For a light to medium weight rifle (again, either the .270 or .300) I would use the Burris. For a lightweight rifle I would use the VXII 3-9x40.

Of course this really depends on what each rifle will be used for, the terrain it will be used in, etc.

I would use Burris Sig. Zee rings in medium height for all 3 rifles, with Weaver bases. The base to rifle and ring to base can go quite tight (put some blue loctite on these screws, and stop well before you feel like the bolt is stripping!), and the rings to scope should be tight, but not gorilla tight. There are various torque specs floating around, but I haven't found any of them to be a consistent solution.
 
Cabella's, Wholesale Sports and probably some sponsors have the Wheeler FAT torque driver. On ebay you can find the Utica drivers which are better quality and can be had for around the same price.

I tighten 6-48 screws in bases to steel receivers to 15 inch lbs and use blue locktight. Some sources say to go as high as 25 inch-lbs. I've had no problems with 15 inch lbs. I also tighten rings to 15 inch lbs.

That's what works for me.

It was a toss up on the WSM's, like Arch did. No sense in putting a 2-7 on a long shooting cartridge like a WSM, when you have 3-9's sitting there...
 
I have a fullfield II 3-9x on my winchester M70 Coyote in 243WSSM. Works great and looks perfect on the rifle. It's a good combination.
 
I have a Bushnell 3-9x40 on my 300WSM (Stainless M70) mounted on LOW leupold dual dovetail rings and if fits perfect (about .125" clearance) with scope covers on.
