Ring around bullet

If these are actual dents into the metal as they appear to be in the pics then I have found hard seating to be the culprit. If your FL die is sizing rather small or the brass is rather hard I will get marks on the bullets. Also, when I have sized down brass like Lapua 308win down to 260 I have found this to happen (thick brass.) Chamfer burrs, imperfections, dents may also provide for hard seating. Fire form and move on with no big issues unless your dies are not sizing large enough to provide less neck tension. Annealing may help if the brass is well used. My 2c.

I've had this problem before as well but noticed no drop in performance. If your really concerned I believe Lee offers a service where they will custom make you a seater plug exactly shaped to the size of your bullet, so long as you send them a sample bullet and 8$.
 
I had that issue when the AMax first came out. If you look at end of your seater, you see a cavity. I ran a drill bit into it to make it a bit wider. The seater then hit the bullet where it was well supported by lead, and did not make a mark.
 
I had this issue and it was resolved by polishing the inside of the seating cup (there were machining marks) and the rim (to round it more). I used 2 very fine grits, one to remove material and then a "jeweler's rouge" to polish to a mirror shine. I then applied some CLP and wiped clean.

Test the cup before re-assembly into the die by placing a bullet and pressing/twisting it in the cup by hand. I had this issue with both Lee and RCBS dies but the RCBS was less severe in creating marks on the bullets when seating them. The Lee seeting cup had visible machining marks.

I'm kind of anal about SS tumbling my brass to get it all nice and shiny so I will not tolerate marks on the bullet :)

I have not wet tumbled finished ammunition in SS media but I think the burnishing would remove the marks.

It could very well be built into the die to cause that ring.
Helps the bullet spin and not lose traction on the rifling.
It should improve accuracy.
