Ring height for mauser 98

If your Mauser still has the military trigger, consider taking the trigger and safety out and replacing with an aftermarket adjustable trigger with side safety. Solves the clearance problem with the flip type safety, allowing you to mount the scope closer to the receiver providing the bolt will clear the ocular bell.

+2 on this. That's what I am having done to my Mauser at Al Hobbs in Richmond Hill.
 
Use a maynard buehler safety, It locks the cocking piece rather than just blocking the trigger. Have it installed by a gunsmith
The other limit on how low the scope can be mounted is the bolt handle. Some bent bolts require very high mounts. Parker Hale bolt handle profiles allow the lowest scope mounts.
