I have a new to me ross rifle m10 and when you close the bolt - yes the lugs fully engage - and pull the trigger it will not fire. Its almost as if the trigger needs to move further. I can have the bolt semi closed and pull the trigger and the bolt will move to the fully closed position and the firing pin drops. I have examined the exterior of the trigger mechanism and the exterior of the bolt and everything looks correct and doesnt look like any broken parts. Please help.

How are you determining that the rifle actually fires? On a functioning Ross, if the bolt head is not fully home (eg oversize cartridge body), pulling the trigger will drop the firing pin, but the pin will not egress past the bolt face. This feature has cost me a deer...

I interpret the question to mean that the firing pin will not drop - the rifle cannot be dry fired. And if it can't be dry fired, it certainly won't fire a live round.
If this is the case, perhaps the sear is not being cammed down far enough to release the striker. Odd that it can release the striker before the bolt is closed completely, but not after it is locked.
Have you removed the barreled action from the stock, so that you can observe what is happening? As the trigger is pulled, the sear should be cammed down while the pawl is forced up. The pawl should engage behind the lugs on the bottom of the bolt sleeve.

I did actually figure it out. The bolt had been dropped or dinged by a previous owner so it was actually slightly pinching the lug on the firing pin. I polished it and its smooth as butter. Need to find a rear sight, front sight blade and hood with screws and the screw to lock the front sight base in position.
