the 28 day minimum wait only applies to people in the CFC system, people who are renewing or upgrading. It is a 45 day minimum for new applicants.

Processing a firearms licence application involves a variety
of background checks. In some cases, in-depth
investigations are conducted. We require a minimum of
forty-five (45) days to process your application
 
This is for RPAL. This is what I know. All mail received by the CFC is opened and date/time stamped. There is often a considerable delay in them taking the mail that the have received and entering it into the computer. Often this takes two weeks. The 28 day period does start when your application is date/time stamped however. Once it is in the system they often call references, and you rather quickly. If there is any hiccup (mine was a signature of one of my references not being original but rather a photocopy) the will not tell you, the will not email you. They will take about 1 week to draft a letter and then another couple of days to mail it. They mail at lowest postage possible so don't count on Canada Post screeching their tires as they pull up to your mail box. Calling them doesn't make them do anything different but it does cut out the wait. It does not hurt to call. I called and found out that I needed to re-submit a reference with an original signature (not a photocopy) 2 and a half weeks before the actual letter showed up informing me that I needed to submit a new reference. I had Expressposted my new reference to them and it took just over two days to arrive (I know this because I had a Canada Post mail tracking number. It took just over two weeks for them to get around to entering it into the system. Within 24 hours of it entering the system, they had interviewed my witness. I then immediateley phoned them back and they informed be that my RPAL had been approved and it had been "activated". They informed me that it would go off to be made (this would take 2 days) and then they would mail it. It has been almost two weeks since it went "active" and I still have not received it. However, you CAN get your RPAL (PAL) number from them. Just phone and ask for it. I had my number in less than an hour after they finally interviewed my second reference. I then had my first firearm ( along-gun that had never been registered before) registered 5 minutes after that. I had it verified right on the phone, and then registered it online. I have bought two other non-restricted as well, have had their registration transfered to me. It should be noted that although I have had my RPAL (PAL) number for two weeks now I still do not have my PAL card. CFC didn't seem to care. All they wanted was my number to register the firearms. 62 days now and counting. Just started work on my ATT today. I undestand this can take a week or more to process and evidently the CFO will not transfer a Restricted to you without you having an ATT. Is it phooked up? You bet it is. And there is not a thing you can do to make it go faster.
 
My ref's were called the same day in Ontario, Aug 28. Today i check and find:

yours should be coming soon. oh, btw, im in Ontario! it may have been faster cuz i took the rpal course in may
