I got my name on a list for a rpd from arm's east and I am pondering weather to cancel or not.

I had a few questions for one that have already handle a rpd.

Wen the top cover is open does it have some play in it? And wen it's close does it close tight? Is there any play remaining?

I am asking cause if the answer is yes then it will make me question my pre order as I was planing on adding a rail on a spare cover to install a 1-4 scope on it as I am not to fond of open sight.

DSA railed handguard. Add a red dot.
Importing this may by an issue.

I'm thinking a Russian side mount would work better but might be to far to the left.

P.s If you cancel there is a cancelation fee(109.95$) so you don't get it all back.

The POSP side mount may not be to far to the left. The POSP has a lot of adjustability. That being said, the scope will interfere with the flip up cover.

True.
You may want to open the cover to clear a feeding issue.
Nice thing about the POSP, is it's removable, holds zero when remounted. (mine does)
The top cover would need modification to accommodate a side mount optic. Another thing to consider is the wall thickness of the receiver. POSP style rails are mounted with machine screws.
I was able to drill and tap the receiver on my CZ858, the wall was thick enough to thread. Until the RPD is released to Canadian buyers, we wont know how thick the receiver wall is, or if there are internal parts that may be in the may of mounting screws.
Googling "RPD optics" didn't yield much as far as pics or info. Most owners shoot with the iron sights.

Apparently some of the original Polish RPD's were fitted with an AK style side mount rail to mount a NSP2 night vision scope. Looks huge and bulky..
