The law on pre-46 design is clear, and the existing FRT for the full auto RPD specifically lists it as being designed in 1943.

Do these belts fit an RPD-44? ---> Yes.
Are RPD-44 Belts prohibited or controlled items? ----->No.

The reason we all want to read someone in authority state it is clear and understandable, C68 has byzantine consequences to what it declares as prohibited(!). However in this case, I think there might be something to be said for 'the law is clear'. The Pre-46 mention is there for a reason, it is to allow historical WW2 era designs, such as the RPD-44, to be used in the future, and to allow ownership of 'militaria' by collectors. It is what it is.
