RPR and magpul issue

I purchased a new scope for my RPR and a Burris P.E.R.P mount for it. The problem I have encountered is that the magpul PRS gen 3 cheek piece will not adjust high enough for proper cheek / head position behind the scope. If I remove the PRS stock from the rifle and adjust the cheek piece i can get a lot more height adjustment than I can with it attached to the rifle. leads me to believe that something in the internal stock adjustment is making contact with the carbine buffer tube that comes with the RPR. If I switch to a rifle length buffer tube will this solve the problem? will the rifle length tube increase what is an already long length of pull?
 
Maybe an issue between mil spec and commercial spec tube. I change d to a rifle tune before installing the prs.
 
I'm thinking it's a tube issue as well, since it adjusts fine when loosened up and off the rifle.
FWIW, I have a gen 2 RPR with a PEPR mount and a gen 3 PRS stock. No issues at all with the factory carbine tube, zero binding and lots of adjustment.
 
Yup, I'm pretty anal about that stuff. IIRC only the front QD cup had a torque value, the rest were supposed to be only hand tight.
Just pulled mine out of the safe to see if it had any binding - it's smooth over the entire ~20 click range.
