RPR Gen 2 muzzle brake not timed correctly?

Anyone notice if there new Ruger Precision Rifle Gen 2 muzzle brake wasn't timed correctly when you received it? I noticed mine is definitely not centered. It's not too bad, but enough I noticed.

Muzzle brakes usually have a spring steel washer, you can take it off and put it where you want it without problems.
 
My 3 from cabellas were WAY off. Returned one because I was just pisses that they wouldn't time/checked it before shipping it to me
 
Mine, too. I started a thread after I got it, trying to figure out how to loosen the jam nut so that I can time it right, but to no avail:

The thing is on there TIGHT. I bet they put red locktite on it or something. Took it to a LGS and they tried to help me by locking the rifle in a vise, but no luck either.

Mine is very slightly off, indexed at the 1 o'clock position.
