Rubber bullet loads

So I just got 14 lbs. of rubber balls,going to try and load them into.12 ga. hulls. They weigh 27.6 grains each and I can get 3 into a 2 3/4" hull. I think I want to use a fiber type wads. Any ideas about powder charge, powder type? These are for bears that need a little more incentive to go away.

put them in a shot cup and sill the space with cream of wheat or table salt, weight the total of the 3 balls and filler and use any standard load for your total shot weight. you should be able to get close to 1 ounce with the right fillers
