Got my new/used Ruger today and was wondering if it is normal that when you pull the trigger that the screw that goes threw the reciever turns? Second why is that I can only put the safety on when the breech is open? When it is cocked and closed you pull the safety off and you can't put it back on? Whats up with this? This is my first #1 so I am unfamiliar with it.

It sounds like the previous owner has adjusted the trigger or altered it a bit. If nothing else is wrong with the trigger, a bit more clearance is required between the safety and the sear engagement.

Don't try to fix this yourself over the internet - get it done professionally is my advice.
 
That is normal to have the screw by the lever turn when fired. Once fired the screw is horizontal but cocked it`s slanted. At least that is the way all 13of mine are..lol As for the safety issue, Mr Sorensen is correct, take it to a gunsmith to get the work done, they are tricky beasts.
