So I bought a Ruger 10 22 off a guy a little while ago, have a few questions;
- what is the max effective range?
- I'm having trouble taking the barrel off, any tricks? also, the bipod- I took it off when I first bought it and cant for the life of me figure out how to get it off again
- any general maintenance tips?

Hopefully, the bbl is not epoxied in, or lots of heat would be required. If you epoxy your bbl, make sure you use a release agent!
 
The maximum range for a .22 is about 100 yards, depending on the ammunition.

Some barrels are quite tight which is good. Try removing the action screw and V-Block. Then pull the charging handle back and let the bolt slam into the barrel. Repeat as required.

Remove the two bolts in the v block then pull the barrel out. The bipod really depends on which type it is, most just attach to the sling stud, you just have to loosen one screw and it should come right off.
Max effective range really depends on your skill level and the size of the target you intend to hit repeatedly. Generally 200 yards is getting out to where you start running out of scope adjustments but you can still effectively hit targets out to 400 or more yards.
