How good is the Ruger 10/22T target model? Is it worth the extra money compared to the standard 10/22? Did they make any changes aside from the barrel weight and stock? Trigger? Is it better to buy at $300 10/22 then add a $300 barrel, or buy the target model right off the bat?

Trigger is a bit better, barrel is pretty decent, mine would should under 1" at 50m out of the box. Back when they were $400 it was an OK deal, I still ended up selling the barrel and replacing with GM 20" stainless fluted just for fun. Back then you could get a GM barrel from the states for $120. It shoots a bit better with the GM....1/2" to 3/4" at 50m now.
those ruger barrels are good, but they did a crummy job of finishing them. so-so crowns and loose chambers are their downfall. i've heard of T model barrels that would fully chamber a stinger without getting rammy.
for real accuracy you need a tight chamber and a good crown. the aftermarket is the way to go, unless you can find someone to rework the factory barrel.
the triggers aren't a whole bunch better.
there is so much aftermarket for these guns, it's hard to compare to the factory parts, they just aren't on the same level.
the only up side i can see to getting the T model is that it already has the .920 barrel, since they've been scarce in canada as of late.

Blazer bricks....best of the cheap stuff I tried. Winchester Wildcat was decent as well. I couldn't get any of the remington stuff to shoot good except the Yellow Jackets, which are too expensive to shoot lots of.
that's almost incredeble that you report that kind of accuracy from the ammo you listed.
it just goes to show that rimfires really are picky!
I have the K1022T and it shoots the Winchester wildcats into .5inch at 50 yds when I do my part , thats with the factory Ruger Hammer forged barrel .
The trigger is nicer than the Regular 10 22 It has the "Target trigger "
If you can get an older one , pre painted barrel and pre plastic trigger group
you would be happier ...when Ruger took the time to polish the Barrels .

My 10/22 with the 20" GM bull barrel and Evolution stock will also easily shoot .5" groups with cheap ammo at 50 yards. 75 to 100 yards...different story. 
One thing to note is I found out the target chamber on the GM barrel won't chamber 40 gr lead round nose ammo...I guess they're too bulky in profile. It'll shoot HP and 38 gr rounds though.

I have a K10/22T before the plastic triggers. I like mine. Yes it has a lighter trigger but it's still not good enough. You'll want to upgrade the trigger right away. The barrel is pretty decent. Mine shoots Lapua Super club pretty well. Also it seems to shoot most ammo decently (Except high velocity stuff). I happen to like the stock and the barrel is fine. So for me it's a good buy.
Here's an indoor target at 20 yards for ammo testing. 5 round groups. It's nothing spectacular but it's not bad. Also keep in mind since this target I've had the trigger done which makes shooting this rifle a real joy. I've also changed the scope from a Burris FFII (Centerfire no parrallax adjustment) to a Falcon 4-14x 44mm. The groups did shrink.
My point is other factors may contribute to larger group sizes. Don't just blame the barrel right off.
This set up also reliably hits the gongs at 200 yards using American eagle 40 grain solids.
I have a GM 20 fluted barrel sitting ready to replace the stock one. But only when I've shot out the stock barrel. I'm not putting it on until then. I don't see the need. The stock barrel is shooting fine for me at this time.
My first sight in for the Ruger Target:
Ammo test. Sighted in for Lapua Super club on the top targets (You can see that I'm using a Centerfire scope by how the POI has wondered slightly). High velocity ammo for the bottom (stopped short since it sucked).
