Why does it have to have a pinned mag? These mags AR compatible
They magazines must be pinned to 5 to comply with Canadian Regulations. There is no limit on Bolt Action magazine capacity unless the magazine can be used in a Semi-Auto. Thus the AR compatibility of the magazines require them to be pinned to 5.
 
Is there a reason the 22ARC is $200 more than the other calibers you have in stock? Some of the models look the same. Does this one have a different stock or cerakote? Or just more sought after?

Just a guess but probably ruger price increase, ruger price is $729 US which is over $1,000 cdn at the factory, so add shipping, duty, etc. really hard to sell them for $999 like the old stock.

it is because of them having to be imported and have the mags switched out. other models are impoorted in bulk by distributors and need no changes done to them
