Ruger American Barrel Alignment problem - Resolved!

My son very kindly purchased me a used Ruger American .308 in very fine condition - almost no wear at all, especially on the bolt.

The first photo below (as purchased) shows that a scope is the only sight that can be used without incurring great expense.

I mounted a known-good scope and proceeded to bore sight at 100 yards so that I would be on paper when I went to the range. I ran out of (left) windage adjustment as I reached acceptable bore sighting. WTF? Bore is very straight (visually) and factory Weaver rail sections were visually aligned with receiver.

It was at this point that the light bulb went off. When I received the rifle, the barrel was touching the left furthermost end of the black plastic stock - i.e. NOT a floating barrel. I put this down to it being a "cheap plastic factory stock" and I ordered a Magpul Hunter stock from Wolverine Supplies to replace it. The Magpul Stock arrived and suffers exactly the same issue. This would explain why a 5+ year old rifle was in such remarkably good condition with no signs of wear...

I then removed the action and set up a simple jig so that I could accurately observe and measure what was going on - see photos 2 and 3 below. (Action is inverted in photos)

The barrel cants 2.5mm to the left of center over a 22" barrel length. This equates to approx. 16 MOA @ 100 yd.

This would appear to be a Ruger factory defect that somehow missed Quality Control (and test firing)

My best guess is that the problem lies in the way that the receiver was machined/threaded and not the barrel

What are my options?
Is there a possibility that Ruger will take responsibility for this problem and repair or replace at no charge?
If not, what are my alternatives?

It is relatively common for barrels to be slightly askew like yours. So I doubt Ruger would consider this to be a defect, particularly 5 years after being sold retail. Take the original Ruger stock and relieve it accordingly. Use windage adjustable rings if needed to restore optical center on your scope. FWIW - the rifle may shoot quite well...
 
A set of windage-adjustable rings, such as Burris's Zee Signature series will be the most painless method of rectifying the issue. They generally retail around $50-60.

While it's certainly a factory defect, sadly there's little warranty recourse for it since the only way to "repair" it would be to replace the gun entirely, which Ruger/Location Snapshots will not do. Definitely not worth the trouble IMO. As Cosmic mentioned, it may still shoot quite well- I've had several rifles which couldn't be zeroed without external assistance that shot remarkably well yet.

I would call it a defect. I know I bought a Ruger MKIII 2245 used, when I went to install the factory rail, it was crooked. Took about 6 months to get a replacement, but when I got it, the front sight was crooked. Unfortunately Rugers quality control has gone south.
 
You can wait forever to get anything done by Ruger, or you can take the rifle to a competent local smith to have everything trued up.

As Bearhunter suggested, I had nothing to lose by contacting Snap Shots Inc.
They emailed me a pdf Ruger Warranty form and I shipped the rifle to them.
Four weeks later, the rifle was received with a new barrel installed (with a threaded muzzle unlike the original)
I'm 100% delighted with the service and the job that Snap Shot's performed - outstanding!
 
I purchased a new 1022 and the barrel touching the stock. Amazes me how guns like this leave the shop. Start caring or else you are going to end up like Remington.

But like hell I'm dealing with Snap Shots again, and it will be fixed "good enough" by some super expert 1911 smith.
