This appears to be a new offering from Ruger of the Ruger American rifle, however the name is a little bit confusing, since at first glance it seems to be a hunting rifle, however the weight of 9.3 lbs suggests it is a little on the heavy side. I think it has this name because it uses the Magpul Hunter stock and it seems to be more of a cheaper precision rifle

I wish Ruger would stop putting brakes on every new gun they develop. Why on earth does a 6.5CM or .308 hunting rifle need a brake - especially in at 9lbs dry?

I think the main idea is so that it includes a threaded barrel, and they probably include a brake because it costs them a negligible amount of money, but it adds value to some people.
I would like to remain optimistic that maybe one day we will be allowed/encouraged to shoot with suppressors like they are in Europe/USA to an extent.

You can just remove it.....

I would love a suppressor

Ruger's home market is the USA and with many shooters running brakes and suppressors these days it probably makes sense to just thread the muzzle so the option is available at little additional manufacturing costs. Heck even my Chiappa Little Badger has a threaded barrel. If I could put a suppressor on that little rifle I would in a heart beat.
 
Hopefully it is removable - the website just calls it the "ruger precision rifle muzzle brake" but doesn't specify it being removable. I guess it is a very safe assumption that there's a threaded muzzle underneath it, but no thread shroud like on the Guide Gun and the Africans.

Every one of my rugers that came with a brake or threaded barrel have a shroud in the box if you decide to remove it and want the threads protected
