what is the safest way to unload this gun...do you rotate the cylinder with the gun at an angle ( still pointing in a safe direction) and the bullets fall out--or do you need to push them out from the front---

what is the procedure in case the cylinder refuses to turn

Gun pointed in a safe direction, open the loading gate, rotate the cylinder till a chamber lines up with the ejector rod, push ejector rod till the case is pushed out of the chamber, release ejector rod, rotate cylinder and repeat...

Usually the cases wont fall out on their own and some may be stickier then others.

I've never had a cylinder that wouldn't rotate on a New Model Ruger SA with the loading gate open.
 
The older ones might have the half #### position on the hammer and then you would need to put it in half #### to rotate the cylinder like an original colt...Mine are all new model.
 
try pushing the cylinder pin ALL the way in first, if you can't get the cylinder to turn- that's what happened to my convertible- there's a notch on the brrechface the cylinder pin has to be in before anything will work
