Isn't it a police state when the police starts making up laws and rules??
Not when they are applying them as written. If anyone, blame Ruger.
I can't really fault Ruger on this one, after all they removed the flash hider and even for a short while the collapsable stocks from the SR-22's to allow them to be exported to Canada.
I think they do value the canadian market, however they need to hire a full time "Canadian BS gun laws" person to weed through our incredible beurocracy.
What they (Canadian government, not Ruger) need to do is re-write the law to actually reflect the intent, not the letter. Something as simple as "a magazine can only hold 10 rounds when used IN a pistol" would probably do it.
