You are right, as of last fall the police are not trading in their arms as surplus. The Minis in question are from pre-fall-2008.
Having said that, a freind is a prison guard and they are still using old RCMP revolvers, they will be getting new semi-auto service guns and it is my understanding they are getting the oportunity to purchase their old revolvers. This is different than surplus sales but is good to hear.....
