Ruger No. 1 re-barrel questions

I have a Ruger No. 1 in 220 Swift, 26", light weight (thin) barrel. Looking from the chamber end with a Lyman bore scope, the chamber appears to be "ringed" and the first inch or so of rifling has what appears to be "fire cracking" in the grooves. I bought this rifle used over 30 years ago and never could get it to shoot better than ~ 1.75" groups @ 100 yds.
I'm thinking of re-barreling it to 7mm-08 with a varmint or target weight barrel.
Obviously, the barrel channel for the fore stock would need to be opened up. I'm wondering if there's '08 extractors available.
One more question would be the piece screwed on top of the barrel that the scope rings mount on - if I were to go to a heavier weight barrel, are these pieces available to purchase or would I be looking at modifying my existing pieces to fit ? (I do have a lathe and mill in my shop and I do know "just enough to be dangerous")
 
The existing extractor would probably be fine.
Might be easier to install replacement mounting blocks than to adapt the rib.
 
I barreled my first #1 about 1970.. there is a lot to do.. if you haven't barrelled a few bolt action rifles I would not recommend you tackle this job as a first...

The top rib can be altered to accommodate a different larger profile but if you go with a straight portion for 4 to 6 inches new bases would be easiest. Extractors are fairly easy to alter if needed. I would suggest no heavier a barrel profile of 1.150" for 6 inches and then tapering to .750 at the 26 inch muzzle.
