Good day all, I want to get some 1” rings for my RSI 30-06, and thought I would try the offset rings! Do you need two offsets rings or just one offsets and one normal?

You only need one offset in the rear position. I probably have some in my shop if you are looking.
 
Pay attention to the ring heights - so far as I know Ruger only made their extension ring in the #4 height, so you will need a straight #4 ring to go with it. Other makers may have made extension rings that attach to the No. 1, but by and large, the two rings on that quarter rib have to be the same height. Not like a Ruger 77 centerfire rifle

I found some on gotanda on sale.... but if you have some that are like new and cheaper, I’m in!! The one I found say medium...

Yeah I know, the one I found are said to be medium.... what ever that means in terms of numbers...

The offset is a 4BO the front is a 4B... ring heights are 3,4,5 & 6. Both 4 & 5 are often referred to as medium... mostly because the M77 requires two consecutive ring heights, so the 4/5 set is "medium." However the No.1 requires the same height front and back, so there are four height options for No.1's... however if you want to use the offset, you must use the #4 height... as seen below;
