How hard would it be ? I am sure there is an M77 in 7mm Rem Mag for parts.

I suppose the tough part would be the magazines.

Maybe just easier/better to build a Remington 700 up in it.

Bingo!

The tough part isn't necessarily sourcing mags, it strictly would be trying to adapt some sort of bottom metal to the M77 MK II long action which AFAIK has never even been offered from the factory with a detachable mag. I know of no aftermarket DBM available at this time either.

How much do you love the Ruger Mark II action? How deep are your pocket books? Do you have access to a CNC/milling machine?
Are you comfortable with the amount of stock work (inletting) involved?, I'm not just talking owning a Dremel, either.
Are you willing to spend copious amounts of time and cash on a rifle that would resale for less than half of what you put into it?...which brings us back to the question of how much you love that Ruger action?

Although I'm not a pro, I have spent thousands upon thousands of dollars and countless hours of my own time on both full customs and semi-customs, some of which was money flushed down the toilet for the sake of having something different.
Rem 700 and clones as well as Win Model 70 and clones are the undisputed darlings of the aftermarket. If it's a pushfeed vs CRF debate go post-64 Model 70 and never look back!
