No to the TAC 21.
These will fit CDI bottom metal.
May need to be modified to go into a Rem receiver. Easy enough to do and I have fitted them to a Savage receiver.

NO as the Ruger is a double stack mag and the TAC is for the single stack.
MDT is looking at modifying the chassis for double stack mags so give them a shout and see what they can do for you.
