I've seen both and am in the market for an SR22. If I want a restricted tacticool rimfire I'll buy an AR and a .22 Conversion so it can run double duty.. The fact that I can build an SR22 into whatever I want non-res with no mag capacity limits, and no reliability issues seals the deal.

Restricted or non- I only have one place to shoot- at the range, so classification isn't a deal breaker.

As well- the standard AR geometry and function is the same as the M&P. IE: Functiona charging handle. Does the SR22?

Why, is it supposed to? How is this a slight against the SR-22?

It isn't a slight...but if you are buying a rimfire to practice for centerfire AR-15's, then using the same function/ergonomics would be a benefit that the SR22 would lack. That's not a slight against it, just that it'd be an apples/oranges issue.
