With those pictures it does look like burrs on the feed ramp, although it seems like quite a specific problem with the third round.
With the magazine itself, if you load it up to 5 rounds and try and strip them out (by hand) quickly, does the follower hang up around that third shot area? It could be the rivet is too long on the mags you have (not uncommon, several of my UMP45 mags had the rivet about 1/8th inch too long and the spring would hang up)
If the mags seem to feed properly, then my guess is that's the feed ramps jamming up the third shot... Maybe see if you can try a nice round nose bullet and see if that helps any? (just for testing) and if that seems to work, then a feed ramp polish may be what it's looking for...
Good luck, getting spare parts and repair for Ruger is not very easy...
