Russian scope breaks on m14. POSP 8x42.

How can it be properly installed if the bars are not fully engaging the grooves? I can clearly see in the all the pictures that they are not fully seated but merely resting at the top of the grooves.

They must fully engage the grooves ( ie be fully seated) in order to do the job of locking the scope to the base.

look at the first 2 pics, u can see the edge of the rail and the scope mating perfect. tightening bolts ( bars ) can not go down all the way to the bottom of the rail, but they can only be put on one way, and if the grooves and bars dont align the scope wont stay. if u saw it in person its pretty obvious, but might be hard to understand from the pics.
 
I know the margins on the russian optics and they are tight so it doesn't surprise me that they are trying to avoid you. They are pretty good optics though. Where are you located?
