I would not necessarily say the Chinese SKS shoot better then Russian's. It all boils down to the armory where it was manufactured/assembled. There are many Chinese factories (roughly 150

codes) who either fully made them from scratch, or just assembled them. Take your pick. Some are top notch, and some are rough.
When it comes to Russian rifles, the Izhevsk/Izhmash produced barrels tend to be a bit more accurate then Tula. The Izzy hard chrome plating process if a bit more refined from AK47 mass production which started in 1949... while Tula was making SKSes... So I am told. Ultimately, the Yugo is the most accurate mind you.
