^Yes, individual high performance has for decades been an important issue in the Former USSR.
One extremely negative example was drug enhancement and steroid use with their state sponsored athletes in the old Soviet era.

On a more positive note, their Olympic bullseye pistol shooters in the early 1980s, produced one of the best ISSF videos regarding this sport.

Edit: I could be wrong, but I think a Russian national still holds the highest score for individual achievement in a bullseye pistol event.
