Since the 357 mag has a bit more case volume, just up whatever 38 Spl powder charge by .1-.2 grains to make up for the larger case volume to get within specified velocity.
Is there any real world advantage to loading .357 down to 38spl, over just shooting 38spl in an L frame? Are you going to notice any difference?

You don't get that carbon ring build up in the chambers preventing a .357 magnum round from seating all the way in after shooting the .38 special cases.
