safety lock on ruger mkIII - is it a lock?

I'm not sure if this question should be posted here or in the Legal section or in the General forum, but here goes...

Does the little lock that blocks the safety on the ruger mkIII make the pistol "rendered inoperable by using a secure locking device" for storage and transport purposes in Canada? Presently, the pistol is in a safe with the slide back with a lock through it, so I know it's okay for now. BUT would it be okay to use that lock instead of a trigger lock or cable lock?
 
it locks the safety ON, so you cannot fire the pistol. and you cannot take the safety off. so technically it dispables the gun (as much as a trigger safety would)
 
Legally I would say yes. It fits the bill. (I'm not a lawyer thou). But do you really want to argue this point in front of a judge? I would opt to put on a "external" trigger/cable lock; that the police can clearly see when you open your case for inspection (not that it happens often). A $15 trigger lock or cable will save a day off work and all the grief you can handle.
