how much is a sako av in .338 win mag worth ? it has a black fiberglass stock,fluted barrel with muzzle break and powder coated.$1400too much?

Without seeing the rifle, or photos of it, it would be hard to say. In my opinion, with the info provided, powder coating is a minus, not sure if the stock is factory or not. (there was one black fiberglass av model), the fluted barrel is most likely aftermarket. To me most of that is a minus to the value of a factory Sako AV. Really nice AV's are selling for $1200- $1400 at the very high end. So, in my opinion, for what its worth, I would say its worth less than that. Without seeing the rifle, or knowing the specs if it is a custom.
 
I would want to shoot that first before offering a dime. That's a lot of customizing and not always for the better: powder coating is often (not always) but often used to disguise a very poor finish - which in turn is evidence of poor care. The fluted barrel tells me its a replacement ... who did it and did they properly/exactly match the factory receiver threads (unlikely), muzzle breaks don't always help accuracy and can impede the potential of the rifle. How well was it installed? ... yes they made a "Fiberclass" in .338. Seems to me a VERY clean factory standard .338 Fiberclass would be a much better deal -- and I would think a "low mileage" unit would be easily attainable for $12-1400.
