They don't
There's a spreadsheet every year that shows who got drawn from where. It doesn't happen unless:
1) Your application is disqualified
2) You apply in a group with someone in a lower pool - your group applies at the lowest pool status of any member of your group

There's been posts on Facebook and twitter and everywhere else where people ask for proof of this and it never comes up. People either don't understand the draw or just straight up lie on the internet to stir the pot.

There's lots of misinformation and lots of people genuinely don't understand how the draw works. Super A for 10 years don't matter - same chance as someone Super A for one year. Legacy Pool is the one that matters. You get to that pool, you should get drawn in the zone of your choice, unless there are more Legacy applicants than there are tags available. Example Zone 1 Draw elk - 15 tags and 38 Legacy applicants. Still a lottery - but with better odds.

I don't buy any of it. Until someone shows me two separate application where someone in a higher pool wasn't drawn and someone in a lower pool was drawn for the exact same code the exact same year, then I'll believe it.

I've always wondered how many "hunters" apply for the antlerless hunt code for elk and moose, and think they've drawn an either-### tag, that or they f' up their app and draw the wrong zone and assume they drew their preferred zone. I wouldn't be surprised if guys shoot bulls with antlerless tags.

Anytime I open a hunting FB comment section, I'm amazed at how many people somehow manage to get dressed in the morning by themselves, drive a truck or let alone hunt with a firearm...

Still no substantial evidence that this happened other than second hand accounts from "others". For example, if they applied for 33 and you 33A, you can very well draw out of D pool for 33A when you can only draw out of Super A for 33, both of which are the same elk draw, but very different tags.

Exactly. People don't understand the draw system in general.
 
Here’s my pool status, I was wrong, I got drawn out of pool C then year after pool D.
I’ve spoken with my mates and they were in similar pools, so I’m not here to be 5hitting around.

Also you can clearly see who was drawn from what pools for our zone 42 for cow elk

You're proving my point. No one drew from a lower pool until all available tags were given to applicants in the higher pool. The differences you're seeing between the "Applied" numbers and "Drawn" means they applied for this hunt code as choices 2-6 but drew a different zone and are accounted for in the "Drawn" column for that zone.

Again, people don't understand our simple draw system. No one is getting shortchanged. Just bad applications and lack of knowledge about the draw system.
 
Exactly - those stats don't exactly show what you think they do.

22 legacy applications but how many had it as 1st choice? the 4 that weren't drawn from legacy clearly had it as a lower choice and got drawn in something they selected as a higher choice.

on paper i can see where how you think it shows people drawn from other priorities but those gaps are explained by the fact you can enter multiple WMZs for 1 draw in the order you'd like them.

If everyone could only ever pick 1 WMZ then your math would math.
