Well - Book parameters such as velocity and max loads have limited relevance to your particular situation. (eg barrel dimensions, brass volume, COAL, etc). To boot, powder manufacturers have been known to exaggerate performance. How did your cases look at max book load? I say this because book max and your max are two different things.
As mentioned, your load data source may not be the best. Hodgdon does not list a load for 338 Win Mag and IMR 3031, probably because the powder is too fast (sub-optimal).
