Any idea on date of manufacture, model number, or other info?

Date of manufacture would be 1950. There were three models made that year the 99R, 99RS and the 99EG. With the schnable forestock it would be a 99EG as both the R and RS had the rounded beavertail forestock. The barrel measurement sounds fishy. The savage barrel length is measure from the bolt face (other side of the receiver ring) and they never produce any savage 99 in 300 in less than a 22" barrel and that was only one model (99T) the remainder were all made with 24" barrels, sounds like yours might have been cut. Hope this helps.
