Savage action heat treated?

The receiver on a Savage 10/110/111 is heat treated or not. If heat treated is it possible to remove material with a files?

Heat treated doesn't necessarily mean it's so hard that it can't be machined or filed. Yes, the Savage action is heat treated ..... and yes it can be cut with files. The Savage bolt sleeve I've found to be very hard, but it's only 'case' hardened and I was able to cut it with carbide end mills.

Hey guys, don't mean to hijack but I had a question about the savage arms bolt concerning the part that rotates. It's beside the bolt handle where it attaches to the bolt.

Is it normal for that part to rotate around the bolt and slide off the bolt? Likes it's a free part that should easily Come off the bolt right ? I was rotating mine and it slipped off the bolt , 95% sure that's ok. What is this part called? It's in pick below
