savage axis 223 ammo light strikes

Good evening

this might be a really stupid question but recently I bought a savage axis 223 and when I bought cheap ammo for my range all I was getting was light strikes. works great with the expense of ammo but not the cheap stuff does anybody know what's going on or if there's any way to resolve this issue especially with the price of ammunition these days any help is greatly appreciated
 
I had the same problem with American Eagle's AR 223 rounds, hard primers.
I found that if I stay away from Mil Spec stuff I have no problem, and also I started reloading.
 
I have a modified stevens 200 .223 (a savage short action apparently) and I've had 1 light strike with the military crate bulk FMJ .223/5.56, never the American eagle stuff though.
 
Same issue with my Tikka T3. Surplus ammo uses hard primers and 1 in 10 maybe don't fire. Seems worse with the latest batch of surplus I bought but I just set the no-fire round aside and keep going. There's always enough AR's around the range that can fire it. I'm keeping the brass. It shoots 100% with commercial ammo.
